I run 4 monitors, and open applications arbitrarily among them. When power fails & UPS kicks in, only the primary monitor remains on. If control panel opens in a nonprimary monitor, I couldn't find a way to pull all open programs to primary. Suggstions??

If you have UltraMon installed, right-click the UltraMon icon in the system tray and select Disable Secondary from the menu, this will move all applications to the primary monitor.
You could also move the control panel to the primary monitor by pressing ALT+SPACE, then M, then use the arrow keys to move the window.
