My secondary monitor task bar is just white with block icons. I was under the impression that 3.07 was suppose to have it look almost identical to the Aero theme taskbar on the primary monitor?

Most likely you're running UltraMon in Vista compatibility mode. To change this, go to C:\Program Files\UltraMon, right-click UltraMon.exe and select Properties from the menu, then select the Compatibility tab and uncheck 'Run this program in compatibility mode'.

Wow... I had thought i had done that before... I wonder if after I did it, I forgot to close out UltraMon and restart it... MANY THANKS!
