After some experimentation, I've discovered that for the purposes of spanning wallpaper (which includes separate wallpapers applied with ultramon), Windows 7 ALWAYS puts the primary monitor on the LEFT.
In my case this presents a problem, as I have a desktop spanned across two displays, with the main one (the larger of the two, which I want fullscreen apps to launch to) on the RIGHT. Whenever I try setting separate wallpapers on the monitors or using one extra-wide one, it always puts the leftmost part on my right monitor, continues off the side and drops the rest on the secondary, on the left.
Is there any way to work around this issue? Switching the cables to the graphics card does NOT work--windows 7 will apparently always start with the MAIN monitor for the purpose of setting wallpaper (even if the two are correctly oriented in the displays setup, with the main on the right).

Which version of UltraMon are you using? This works fine for me with 3.0.7 on 64-bit Windows 7, independent of how the monitors are arranged.

Ah, I've been using 2.7.1--generally I avoid beta releases of anything. I'll try 3.0.7 and see what happens.

Installing 3.0.7 will fix the problem, 2.7.1 and earlier don't handle the wallpaper correctly on Vista/Windows 7 if you have a monitor to the left of the primary.

And so it has, working perfectly now. Cheers.
