I recently had a pc built with a ATI Radeon HD 4600 Video card. the card has 1 dv-1, 1 hdmi and 1 vga output for monitors. i am running windows 7 ultimate. for some reason; i can only get two of my three monitors to play at one time. my monitors are; sceptre 24" on the hdmi as main and two hpl1910. on hp has an adapter to the dvi and the other on the vga directly. any advice?

That (and most, but not all modern) video card can only put out 2 different signals at one time. There are exceptions, for example, the new EyeFinity line from ATI can put out 3 different signals at once.
