I have tried the UltraMon-Window tab to keep blender on the monitor i want, but it is only doing it for the little command line window that pops up before blender fully loads. is there any way or any help some one can give me to get blender to stay on the monitor i want

Please try if setting Show to Last Used Position fixes the problem, this works differently from the other options and may work with applications where the other options don't.

Unfortunately there's no fix for this in that case, some applications just can't be positioned via UltraMon.
