I recently reinstalled my operating system and now don't have the Move Window icons on any monitor. (four monitors). I'm running version 2.7.1
Everything else works as always.

Installing version 3 of UltraMon will fix the problem, 2.7.1 doesn't support Vista's Aero theme and will also have other issues on Vista.
