I usually set my monitor to power off after some period later than when the screen save comes on. I am using UltraMon and like a number of features including the control of screensavers for each monitor which works. How ever when the monitors are turned off and I move the mouse to turn them back on only the primary comes on and all applications that were on the secondary are now on the primary. I have to re-boot to get things working again i.e. the seconday monitor to power up.
Any ideas?

When this happens, can you re-enable the secondary monitor via UltraMon menu > Display Settings or Windows Display Properties?

Yes I can. After more careful observation when I move my mouse both monitors come out of sleep mode but just as I can begin to see something on my secondary monitor it goes back into sleep/power save mode and the windows that were open on that monitor then move over to the primary. And yes I can go into UltraMon and "Enable Secondary" and the secondary comes back up. The Icons that I put on the secondary show up but I need to move the windows back.
What is happenning and is there a workaround? Thanks

Which version of Windows are you using?

Windows XP Pro SP3
The laptop is a Dell with a DELL monitor as primary and an IBM as the secondary. Both flat panel displays.

I'm not sure what might cause this, maybe it's related to putting the monitors on standby, I would test if you still have the problem if the monitors aren't put on standby.
