hi I'm new to multi monitors could someone help I've got a hd ready tv attached to my ati graffics card running xbmc,it runs OK but i cannot remove the top and side blue task bar if i maximize the screen then it streches between the two monitors.

You can disable the UltraMon taskbar via UltraMon Options > Smart Taskbar. To access UltraMon Options, right-click the UltraMon icon in the system tray and select Options from the menu.

I've tried disabling the smart task bar it does not make any difference and if i run the program unwind-owed it goes tho to my other monitor!..

Doesn't sound like an issue with UltraMon, unfortunately I'm not familiar with xbmc.
