I was wondering if it is possible to have a dual monitor setup to be mirrored to a 3rd monitor. In other words, the 3rd monitor(facing away for for people to see the dual monitors on 1 screen) would display the dual monitors? Do I need 2 video cards, or can this be achomplished with 3rd party software? Or none of the above?

This should work fine with UltraMon, but you should test if performance is sufficient for your needs. To set this up, you would need to select the 'part of the desktop' option under UltraMon menu > Mirroring > Settings.
You would need an additional video card for the 3rd monitor, for more on this see the Multi-Monitor Guide.
