Thanks for the bug report, I've been able to reproduce the issue, will look into this for the next release.
As a workaround you could create a new shortcut via UltraMon menu > Shortcuts, and launch Windows Live Photo Gallery directly. The application field for the shortcut would need to be set as follows:
"C:\Program Files\Windows Live\Photo Gallery\WLXPhotoGallery.exe" /LaunchPhotoViewer /v "<imagefile>"
where <imagefile> is the full path and name of the image you want to open.
If you're on 64-bit Windows, use the following command instead:
"C:\Program Files (x86)\Windows Live\Photo Gallery\WLXPhotoGallery.exe" /LaunchPhotoViewer /v "<imagefile>"
