How can I make ultramon work with my samsung netbook and my LG tv/computer monitor. My netbook runs windows 7 starter edition, which doesn't support dual view.
I can't get it do anything other than clone view.

UltraMon can't help with this, it relies on the operating system for basic multi-monitor functionality. You would probably need to upgrade to a different version of Windows 7 to get this working.

Yes, 3.0.6 and later work fine on Windows 7.
