I have my Samsung flat screen TV hooked up to my Windows 7 laptop via an HDMI cable. It works great except there is a black border around the TV desktop; the whole screen is not utilized.
I've installed Ultramon, but the only monitor it recognizes is the TV unless I o to "extend" which shows only my background picture and not what I'm working on. Nevertheless, the black border is still there.
Can Ultramon fix this or is it a setting in my TV that has to be changed?

Check your video card. I had the same problem with my laptop (ATI video card) until I went into Catalyst Control Center (ATI only). Specifics:
Go to the ATI Catalyst Control Center (by right Clicking on the desktop and choosing to go to the ATI Control Center), On the top left there will be a drop down menu, click on it and choose "Desktop & Displays" On the bottom half of the screen Right click on the icon of your display, and choose "Configure," On the next screen choose "Scaling Options" tab you can then slide the rul all the way to 0% scaling and you should see the screen change to cover the full monitor.
