I am not seeing the taskbar on my second monitor. I am also not seeing the little icons in the upper right of the window for moving a window to the other monitor. I confess that I am running my PC without all the services and startup programs due to another problem, but I cannot determine which process I have to get going to restore the ultramon features. Can anyone help?

You could either start UltraMon manually via the shortcut in Start Menu > Programs, or enable automatic startup again via msconfig.exe (on the Startup tab).
