I have no second task bar and for some reason it has a fatal error when i try to manually enable the second task bar the error reads.

OS:6.1.7601 sp1 x64

You'll get this if the UltraMon taskbar, UltraMonTaskbar.exe, fails to install a hook in the main taskbar (explorer.exe).
Do you have any security software installed which might prevent this?
