Apologies if this has been asked before, I searched through the forums but could not find an exact answer. I recently upgraded my system to Windows 7, and the Smart Taskbar is not working properly. I'm unsure if this is because the version is incompatible with Windows 7, or if I need to do a registry hack as suggested on this post...

Ah, to be more specific, the Smart Taskbar is actually there on my second monitor, but any maximized window on that monitor overlaps it. I'm also unable to drag maximized windows between monitors. I hope this helps, if there's more details I can provide I'd be happy to do so. Thanks!

OK, I found the "Always on top" feature :D That solves my first problem (although the menu does not appear as a Windows 7 style menu, and I understand that), but it would be nice to maximized windows from one screen to the next, if possible! I guess my general question is still, how well does 2.7.1 play with Windows 7?

You'll have other issues as well with 2.7.1 on Windows 7, you should install 3.0.6 or later instead.
