I have been trying to configure the screen saver in UltraMon for a few days without success. I have only user rights, but if needed I can ask the admin to make the required changes.
Whatever options I select in the screen saver config window the screen saver does not start. The screen just clips for a second and nothing else happens. How can I solve this problem? (I use 2 monitors)

What's your screen saver configuration, for example Mystify assigned to the primary monitor, preview mode checked, 3D Text assigned to monitor 2, etc.

I just noticed that the Windows screen savers work. But I have another scr file which does not work...

One thing you can try is to enable the 'preview mode' option for the screen saver assigned to the primary monitor.
If the screen saver is available for download, you can also post the download link and I'll give it a try on my system.
