Just wanted to put this up to see if anybody else is experiencing similar issues.
Microsoft XP -- Update 8/10 with the various Microsoft updates:

Security Update for Windows XP (KB2566454)
Security Update for Windows XP (KB2567680)
Security Update for Windows XP (KB2570222)
Update Rollup for ActiveX Killbits for Windows XP (KB2562937)
Windows Malicious Software Removal Tool - August 2011 (KB890830)
Also had just updated JAVA 6, and Adobe - shockwave, flash, and Reader X.
Issues:
Move to other monitor doesn't ring up the screen layout to choose where to move the window.
Full screen windows can't be dragged, must be reduced.
Any thoughts let me know.

Please try if upgrading to 3.1.0 fixes the problem, I just tested with all the latest patches on Windows XP and noticed no problems.
