Everytime I restart Vista, my second monitor doesn't load. Is there a way to force Ultramon to enable my secondary monitor right after windows loads?

Here's a more detailed explanation.
1. Restart PC. 2. First monitor loads. 3. Second monitor loads...then goes into standby mode. 4. I re-enable the 2nd monitor through either Windows' display menu or through UltraMon.

You could do this with a display profile, to set this up select Display Profiles > New Display Profile from the UltraMon menu, then configure settings as desired and check 'apply this display profile when logging in' on the last page of the wizard.
