Every once in a while, the mouse will not be able to click anything. It's seemingly random what it can or can't, as sometimes the background will respond on mouse over and others not. Sometimes it will only work in World of Warcraft, but nothing else. When I do a Ctrl+Alt+Del and choose Start Task Manager(on Win 7) it goes back to normal.

Not sure what might cause this, so far I haven't seen this myself, I'm also on Windows 7 (64-bit) with UltraMon 3.1.0.
Can you still use the keyboard normally when this happens, for example does an UltraMon Move Window hotkey still work fine? You can configure hotkeys via UltraMon Options > Hotkeys.
