Is this possible with Ultramon?
I was told it was, but can't figure out how to do it.
I want one at the top of the screen, and the primary at the bottom.

Currently that's not supported, but version 2 of UltraMon supported this. Version 2 is only for XP though, Vista and later require version 3.
One thing you could do is add a second row to your main taskbar, you could then have tasks on one row, and toolbars such as Quick Launch on the other.
