Hello,
I have 3 monitors in configuration: 3, 2, 1. Currently the task-bar is on monitor #1. How do I move it to monitor #2 so it is on the middle monitor? #2 is already the primary monitor but that doesn't seem to matter. I am using Win XP. Thanks.

Right-click, Unlock, Drag, Right-Click, Lock.
