I often don't power up all my monitors. Frequently I'll launch a program and it loads up on the monitor which is currently turned off - because the program remembers that's where it was last time.
With most programs you can use the Windows key plus the arrow keys to move items between monitors. But with some programs (like my video player) that feature does not work.
Can Ultramon be used to move apps between monitors? I seem to remember trying it yeaaars ago and I could right click the icon in the taskbar and from there choose which monitor to display the app on. Or am I thinking of another program???

That should work fine, on Windows 7 you'll need to press SHIFT when right-clicking a task on the main taskbar to get the UltraMon options.
Another option would be the MoveOffscreenAppsToPrimary script.
