The main monitor is on vga and is fine. The second monitor is on dvi to hdmi and is scrolling not stop but dont know how to stop that. If starting the pc with second its fine. If starting with both plugged in this happens no matter what settings are on it...

Try using the native resolution for the monitor, that should fix the problem. Panning happens if the selected resolution is too large for the monitor.
