Does anyone know if it would be possible to have 7 separate monitors that would be used as a sign application. Each monitor would have various options, i.e. open, closed, checks, next window, etc., etc.

IrfanView would be an option, it supports multiple instances and can run in fullscreen mode. You could either start the different instances manually, or use UltraMon and the MultiInstanceIrfanView script to automate this.
