I tried to play an mpeg today on my primary monitor and I can't see anything, but the audio comes in clear, I also noticed about a 10 pixel band on top of my screen that seems to be displaying all of the video garbled within it outside of media player

a little more detail of your system, perhaps?
It's pretty impossible to begin even to guess what's happening, since you didn't even tell the OS you're running...
(adapters, drivers, OS, what player were you using.. etc.)
