After installing ultramon 3.2.2 X64 version on a new Lenovo thinkstation with a 8 core Xeon, 8gb ram, dual dvi out video. The system takes forever to open any application on the pc. Once ultramon has been turned off and the system runs fine. I have uninstalled and re-installed - same results, rebooted several times.

You'll get this on Windows 8.1 if the Smart Taskbar is enabled, disabling it will fix the problem, it's not needed on Windows 8 due to the built-in multi-monitor taskbar.
To do this, disable the Smart Taskbar under UltraMon Options > Smart Taskbar, then right-click the main taskbar and select Properties from the menu, check the option 'Show taskbar on all displays', then set 'Show taskbar buttons on' to 'Taskbar where window is open', this way the built-in taskbar will work the same way as UltraMon's Smart Taskbar.

That did not fix the issue. Windows still performs slowly until ultramon is turned off.

Did you restart after making the change? Might be necessary due to the hook installed by the Smart Taskbar.
So far I've only seen this issue if the Smart Taskbar is enabled, I'm on 64-bit Windows 8.1 myself.

Hello i got this Problem too. It would be nice if you can fix this problem in the feature cause i want to use the smart taskbar. the normal windows taskbar is annoying cause the programs are on both screens in the taskbar.

shocK, the built-in taskbar on Windows 8 has the same functionality, to set this up right-click the main taskbar, select Properties from the menu, then set 'Show taskbar buttons on' to 'Taskbar where window is open'.
