im using an ati all in wonder 128 as a secondary card can i enable the tv tunner functin on it and how????????? any help will be apreciated

Read the FAQ.
Sorry if I sound rude, but lots of questions asked on this board are answered a million times.
But, you probably can't. Almost every card needs to be primary in order for the "extended" functions on the drivers to work (TV in /out/tuner/etc...)
