i think a lot of what your seeing is part of the wallpaper... notice the icons in the upper left corner and how they overlap what would be a taskbar but is prolly an image.
i believe the start bar is running along the leftmost edge and its mostly a quicklaunch bar with like a dozen icons
the only part i dont get is the upper right corner if thats some WMP skin or just a screen shot thats part of the wallpaper.... either way its about as cool as winXP is gonna look and he did ALOT with just a well integrated wallpaper and some creative uses of existing windows options
