When writing Win32 code there is no option to tell windows to open this window on the secondary device. Is it possible to have a window open on device #2?

You'll need to get the position and dimensions of the second monitor, then position and size the window accordingly.
To get information about available monitors, you can use the EnumDisplayDevices API. See the Programming section for more information.
