I'm running Windows 8.1 as a VM in Parallels on a Retina MacBook Pro 15". There is also an external monitor (1680x1050) connected. Windows is set to use its default DPI scaling algorithm so than items on each monitor appear in proper proportion.
When enabling the Smart Taskbar, it appears on the primary monitor as a very small bar near the middle of the screen. Ultramon also makes room for the taskbar on the secondary screen, but the area is empty. This happens regardless of how I have the monitors positioned relative to one another. It seems that this is most likely related to the DPI scaling.

I would recommend using the built-in multi-monitor taskbar on Windows 8 as UltraMon's Smart Taskbar isn't supported, to get the same behavior as with the Smart Taskbar open taskbar properties and set 'Show taskbar buttons on' to 'Taskbar where window is open'.
Per-monitor DPI scaling will be supported in the next release, as a workaround you could disable display scaling for the affected executables, for example UltraMonTaskbar.exe for the Smart Taskbar. To do this go to the folder C:\Program Files\UltraMon, right-click the executable and select Properties from the menu, then select the Compatibility tab and check the option 'Disable display scaling on high DPI settings'.

There appears to be a bug in 8.1 that prevents the second taskbar from showing when the high-dpi display is the primary (it works when the standard display is the primary).
Your other work-around does get the taskbar to show on the second display, but it uses the DPI settings from the primary monitor so it's much larger than it should be.
For now I'll just leave it off and wait for the update, but I do appreciate the reply and I'm glad you have support for it in a future release.

The UltraMon taskbar will probably still be larger with the next release, 3.3.0 will disable scaling for all UltraMon executables, but won't adjust the size of windows for different monitors.
