Does the Visiontek Xtasy GeForce4 Ti 4200 128MB support using the vga and dvi connecotrs at the same time, i.e. enabling dual monitors?

Yes, it does. You need to use NVidia's drivers and follow the TwinView.pdf on how to activate and setup dual-monitors with it.
