I noticed that since I upgraded to Win 10 my screensaver time in Ultramon resets to 1 minute each time I boot the computer. My Win 10 screensaver time is longer. But the conflict between the two effectively disables the screensaver. If I manually set the Ultramon screensaver time to match the Win 10 time it works as it should. This did not happen with Win 7. Unit is Dell XPS 8300 16G RAM Intel Core I7 processor, Nvidia GeForce GT730, Ultramon v3.3.0. Has anyone else seen this problem?

I don't know what might cause this, but it's very unlikely that this would be related to UltraMon.
UltraMon only sets the screen saver timeout if you go to UltraMon menu > Screen Saver > Configure > Options, then change the Wait setting and hit OK.
I've also done some testing on Windows 10, setting the timeout either via Windows Settings > Personalization > Lock Screen > Screen Saver Settings or via UltraMon, and the timeout was always the same in both Windows and UltraMon.

Forgot something: to confirm if the issue is related to UltraMon or not, try if you still have the problem if UltraMon isn't installed.

I went through the steps you listed, and it now does not do that. I uninstalled UM, restarted, selected another screen saver, restarted again, and that timed out OK. I then reinstalled UM, selected the Ultramon screen saver. And that too timed OK. I restarted again and found the screen saver time to still be correct in the UM screen saver configure options window. Before when I would look at the screen saver settings from Windows, it was set to the time I selected (5 min), but within the UM screen saver options it would be shown as 1 minute after a startup and the screen saver would never come on. Perhaps something was snafued when the Win 10 upgrade was done? UM was already installed when I did that. Maybe the reinstall of UM fixed the issue.
Trouble now is that I lost my registration code. Can you email it to me?

A bit early with that previous reply. This was not fixed before. I found that it would return if the machine was shut down and then started again. But I found that it was not an issue with UltraMon. Stupid me, I never looked to see if other Win 10 users had this issue. When I saw the time changed in the UltraMon screen saver options I assumed it was an issue with UltraMon. I Googled the problem and found it to be a common thing. I applied a fix I found on Win 10 forums and voila! Problem gone. Sorry I thought it was your software that was the fault.

Glad to hear that. The mails for your most recent order have been resent.
