I have my task bar on the main screen set to double size(two rows). Ever since upgrading Windows to version 1703 last week I noticed that on a reboot my task bar is the default one row. Not sure if this is a Windows issue or something with UltraMon.

Seems unlikely that this would be related to UltraMon as the built-in multi-monitor taskbar gets used on Windows 8 and later, UltraMon doesn't add its own taskbars.
To confirm this you could disable UltraMon temporarily and check if you still have the issue. To do this run regedit.exe, then go to the key HKEY_CURRENT_USER\Software\Realtime Soft\UltraMon\<version> and set the AutoStart value to zero.
