When I set shortcut properties in UltraMon for a application that starts with a login dialog box first, the login box starts on the monitor I select but when the application starts it always goes to the primary monitor. Is there any work around for this that I'm missing.

On the window settings tab, try setting Show to 'Last Used Position'. This way UltraMon will restore the position of both the login prompt and the main application window.
When a monitor/position is specified explicitly, UltraMon will position the first window it identifies as a possible main application window. Splash screens will usually be ignored, but login dialogs will most likely be identified as possible main application windows.
