I know its possible to have two cards in win2k but things are popping up where ppl are saying that you need to disable one screen before you can use accelerated OpenGL. Does any one know if this is true?

Which means for developers debugging isn't nice anymore. I know the often used solution is to have the graphic app/game windowed and debugger on the other window but a windowed game takes a huge performance hit.

Whats the deal here ..is it Microsoft? the implemtation of the vendors driver?

It is up to the driver developers to add support for accelerated OpenGL on multi-monitor systems (Win2000 only, Win9x doesn't support it at all). See the OpenGL FAQ for details.
