I can move my mouse past the right side of my primary monitor to get to my secondary monitor. The problem is that my secondardy monitor it on top of my primary. Is there a way I can the the OS to move to my seconadary monitor if I move my mouse pass the top side, not my right side of my primary?

Yes. It's simple, and it's been answered here many times, and is answered in other places in this site. Should take you less than 2 minutes to find the answer.
