here is the deal...working with an older monitor as my secondary and it has no controls that I am aware of for resizing the picture....so part of the screen is black on the edges and I hate that...but I can resize my primary screen size...how do I resize the secondary?

The display driver for the video card most likely lets you adjust the image size. If there is no such option, take a look at PowerStrip.
