I have a toolbar along the right edge of the secondary monitor that has links, etc.
Problem is, every time UltraMon reloads (like rebooting, logging off, etc) it moves the toolbar to the right edge of the primary monitor, because the toolbar loads before UltraMon does (at least, I think this is why it's happening).
Is there anything I can do to prevent this?

Usually the UltraMon taskbar should just dock above the other toolbar, for example I have Quick Launch on a secondary monitor and the UltraMon taskbar gets docked above it.
If you don't want the UltraMon taskbar to dock on the same edge, you can move it by grabbing the bottom-right corner with the mouse and moving it to the desired edge/monitor. Make sure the taskbar is unlocked before trying to move it (right-click on a free area of the taskbar, Lock Taskbar setting).

Actually, it is on a different plane.
The smart taskbar is on bottom edge of the secondary monitor, and the toolbar is on the right.
Making it weirder, it didn't happen this morning when I logged in. Everything was just as I expected it to be.

btw, thanks for the help, and it's a great program!
