Anybody know an efficient way to view TV and a PC app on the same LCD simultaneously? Also need good audio-out to handle sound.

I'm not sure what you mean. Most TV cards will let you view TV in a window on any screen. My WinFast TV 2000 XP Deluxe card works reasonably well, though I do have some complaints about the WinFast software.

I recommend the program GotTV (originally called TV Plugin). It's a plugin for myHTPC, but can be run stand alone.
I highly recommend it for it's extreme minimiltic interface. :)
