I want to set up dual monitors, however there appears to be only one vga slot on my card and an s-video out.

Then add another card, or replace the card with a dual-out card. Depending on the card, you might be able to run the S-Video out, connected to a TV, as another display, but it will be very low res compared to a regular computer monitor.
