I have read conflicting info, and I just want to know which tv-tuner cards can work display the TV image on both the primary and secondary monitor.

bt878 chipset works if you use the custom drivers but bt878 picture quality sux although the piccy quality is much better with the custom drivers

With my inexpensive ($40 at NewEgg) Leadtek WinFast TV 2000 XP Deluxe, I can move the TV image around to any screen with no problems (at least on the system's I've used it on).
If you're going to be recording, I would suggest spending more to get a card with hardware encoding. The most popular card with hardware encoding is the hauppauge WinTV PVR-250, and if you want hardware decoding too, there's the PVR-350.

Well, I went and got a cheap hauppauge wintv-go (fm), and it works with the hauppauge drivers.
I am curious as to whether this is a chipset thing, or a driver issue, as I tried an ATI TV wonder pro and it did not work. It crashed my computer, actually.

And my video cards are: on-board SiS 630 video and an NVidia Riva TNT2 M64 PCI card.
I was running an NVidia Ti4200 dual-out AGP card, but I am currently operating with a motherboard lacking an AGP port.

Well, it is drivers. I am using a demo of ChrisTV and it allows the ATI Wonder Pro to be used on multple monitors (it is a great program actually) and it works.
The stock ATI drivers do not. A shame really, that a company like ATI would have such poor software.

To clarify the question, I am going through the same problem right now.
I have an askey bt848 tuner and running 2 monitors with nvidia on-board video. I cannot put the TV tuner on the secondary monitor.
I think the reason is because overlay is not supported on the secondary monitor, but I don't know if it is a hardware, software or driver issue?
I am running WinME with directx 9.0. Do I need to upgrade to WinXP, find a new tuner program or what?
