With the secondary on the left, also, when the secondary monitor is off (no power/in different input), can I set ultramon so the secondary monitor isn't active (IE: I can't move a window to off monitor.)

On both of my dual monitor systems, I have the primary on the right. You can put the primary wherever you want, even on top or under the other monitors, or between multiple monitors.

I don't know the answer to your other question. I don't use UltraMon, and my secondary monitors are almost always on. I only disable the secondary on one of my computers when I remote into it since the remote app I use doesn't support multi-monitors on the serving end.

PS: I'm running Win2K and WinXP-Pro on my 2 computers.

UltraMon doesn't support this, you would need to disable the secondary monitor manually, or with a display profile.
