I have a AIW 9600XT and I just want to see if I can run the TV on a second monitor so that my friends can watch TV while I work on another monitor, anyone have any ideas?

Usually you'll have to play the TV on the primary display. So if you want, you could work on the secondary display and play the tv on the primary. That's about the only thing you can do.
I do believe some HW will allow video on any monitor, of course since you're asking this I'm assuming yours (like most) doesn't.

the ATI software doesnt support ultra mon and has issues

Try the Demo of Chris-TV, I had to use it to use the ATI TV wonder on a secondary monitor.
