First time I used this button my applications would maximize but the button would not work to restore. I rebooted in hopes that would solve it. Now the button does nothing at all.

Do you have ATI HydraVision or the Nvidia nView Desktop Manager enabled? If yes, try if disabling the application fixes the problem.
At least one user had reported problems with the UltraMon buttons when ATI HydraVision was running.
