Hey can i do, or have a script that switches my secondary MONITOR to my TV, changes the resolution of the TV to 800x600 from the 1600x1200 the MONITOR has?

This might be possible if your video card software supports switching output device via a hotkey or similar, but as far as I know neither ATI or Nvidia support this.
UltraMon also doesn't support switching output devices.
