Is there any way that you can specify what monitor you want an application to open up on? The only thing like this I have found is the shortcuts, but I would like applications to consistantly open on a monitor I specify reguardless if I click on the shortcut to open it or not. Thanks!

That's not supported, UltraMon currently only supports application positioning via customized shortcuts.
ZMover might help with this.
