The UltraMon taskbars currently don't support toolbars, but you could place a Quick Launch toolbar on monitor 2 in addition to the UltraMon taskbar.
To do this, add the Quick Launch toolbar to the Windows taskbar, then drag it to the secondary monitor with the mouse and dock it on the desired screen edge. You can also have both the Quick Launch toolbar and the UltraMon taskbar on the same screen edge.
