Does UltraMon have a feature where when a certain application starts up (say a game) it disables the second monitor and when the application is closed it re-enables the second monitor?

You could do this by customizing the application's shortcut.
To do this, right-click the shortcut and select Properties from the menu, then select the UltraMon - Display tab and make the desired changes to display settings.

I forgot that UltraMon cchanged the properties of shortcuts.
