Horizontal Span or just for fun(half of one monitor), would it be possible to limit the startbar to one monitor in a dual monitor horiztonal span? Could that be implemented into Ultramon?

UltraMon doesn't support this, and probably also won't in the future.
I did some testing with resizing the Windows taskbar for UltraMon 3, but so far didn't get it working.

Does it hinder windows performance? Or is the coding for a "Logical Split" too hard? I'm not much of a programmer, that's why I was wanting to know.

I didn't find a way to resize the Windows taskbar and keep it working correctly, this is due to how the taskbar is designed.
