I've tried 3 times to install the latest version of UltraMon, and each time I get an error saying "C:\Program Files\UltraMon\UltraMonShortcuts.dll failed to register. HRESULT -2147024891." and the same thing for C:\Windows\system32\UltraMon.dll. All past versions from 2.4 (I think) have worked just fine, and the digital signature checks out.

Seems to be a permissions issue, might be caused by a security application which has changed default registry permissions.
UltraMon setup runs under the SYSTEM account, and will need write access to the registry key HKEY_LOCAL_MACHINE\SOFTWARE\Classes.
You should see the same error when trying to install an earlier version, for example 2.6, it needs to register the same components.
